Comprehensive Plan

Comprehensive planning is a process that determines community goals and aspirations in terms of community development. The outcome of comprehensive planning is the Comprehensive Plan which dictates public policy in terms of transportation, utilities, land use, recreation, and housing. Comprehensive plans typically encompass large geographical areas, a broad range of topics, and cover a long-term time horizon. The term comprehensive planning is most often used by urban planners in the United States.

In Canada, comprehensive planning is generally known as strategic planning or visioning. It is usually accompanied by public consultation. When cities and municipalities engage in comprehensive planning the resulting document is known as an Official Community Plan or OCP for short. (In Alberta, the resultant document is referred to as a Municipal Development Plan.

Zoning Maps

Zoning describes the control by authority which designates legal areas in a municipality to permit and prohibit land uses. Zoning may specify a variety of outright and conditional uses of land. It may also indicate the size and dimensions of land area as well as the form and scale of buildings. These guidelines are set in order to guide urban growth and development.

Areas of land are divided by appropriate authorities into zones within which various uses are permitted. Thus, zoning is a technique of land-use planning as a tool of urban planning used by local governments in most developed countries. The word is derived from the practice of designating mapped zones which regulate the use, form, design and compatibility of development. Legally, a zoning plan is usually enacted as a by-law with the respective procedures. In some countries, e. g. Canada (Ontario) or Germany, zoning plans must comply with upper-tier (regional, state, provincial) planning and policy statements.

Building Permit Applications

Planning permission or developmental approval refers to the approval needed for construction or expansion (including significant renovation) in some jurisdictions. It is usually given in the form of a building permit (or construction permit). Generally, the new construction must be inspected during construction and after completion to ensure compliance with national, regional, and local building codes. Planning is also dependent on the site’s zone – for example, one cannot obtain permission to build a nightclub in an area where it is inappropriate, such as a high-density suburb. Failure to obtain a permit can result in fines, penalties, and demolition of unauthorized construction if it cannot be made to meet code. House building permits, for example, are subject to local housing statutes. The criteria for planning permission is a part of urban planning and construction law and usually managed by local government employed town planners. Since building permits usually precede outlays for construction, employment, financing and furnishings, they are often a leading indicator for developments in other areas of the economy.
